INCIDENT COMMAND SYSTEMThe Incident Command System features the following key components that support competent Incident Command performance:
KEY COMPONENTS
Standard Structure
A standard structure for organising resources on the fire ground which takes account of the dynamic nature of an emergency incident, assists Incident Commands’ decision making and encourages effective communication and delegation.
Dynamic Risk Assessment
A process of dynamic risk assessment which ensures that Incident
Commanders retain safety considerations at the forefront of their command
decision making process and the method of demonstrating this.
Structured Support
A
structured support for the Incident Commander which ensures that communications
are exercised within a manageable span of control.
Task and Performance Standards
A national framework is provided that describes the tasks and performance
standards expected of commanders at emergency incidents.
Consistent Methodology
A consistent methodology for procedures and practices of operational
command which will contribute to safer systems of work especially for
firefighters attending cross border incidents and external training centres. Performance Management and Review A recognition of the role of performance management and review which in the operational context centres particularly on post-incident de-brief procedures.
External Factors
The safety of firefighters at Operational Incidents is a critical area of
responsibility for Fire and Rescue Service Commanders and managers.
The frequent need for firefighters from this Brigade to work under the
command of officers from another and the need for firefighters to work closely
with other emergency services is taken into account in the development of the
Incident Command System.
The
systems, procedures and practices are developed under the Safe-Person/Team
concept with the intention of setting out good practice.
